LOCAL LAW REQUIREMENTS FOR NYC PROPERTY OWNERS
Brooklyn’s mix of older apartment buildings, brownstones, and multifamily housing makes lead-based paint compliance an important consideration for many property owners. New York City Local Law 1 applies to covered pre-1960 buildings and certain buildings constructed between 1960 and 1978 where the owner knows lead-based paint is present. Requirements can include tenant notices, annual investigations, lead-safe work practices, turnover requirements, and recordkeeping.

Covered rental units and common areas were also required to undergo X-ray fluorescence (XRF) testing by August 9, 2025. Testing must use the current 0.5 mg/cm² lead-based paint threshold. Because that deadline has passed, Brooklyn owners with outstanding required testing should address their compliance obligations rather than treating testing as a future requirement.
