Manhattan Lead Paint Compliance

LOCAL LAW REQUIREMENTS FOR NYC PROPERTY OWNERS
Manhattan’s large inventory of older housing makes lead-based paint compliance an important responsibility for many property owners. New York City Local Law 1 applies to covered pre-1960 buildings and certain buildings constructed between 1960 and 1978 where the owner knows lead-based paint is present. Requirements can include tenant notices, annual investigations, lead-safe work practices, turnover requirements, and recordkeeping.
Separate paint-testing requirements also required covered rental units and common areas to undergo X-ray fluorescence (XRF) testing at the current 0.5 mg/cm² threshold by August 9, 2025. The deadline has now passed, so owners who have not completed required testing should address outstanding compliance rather than treating it as a future requirement.

XRF Testing Requirements

Covered rental units and common areas must be tested using XRF equipment by an appropriately certified inspector or risk assessor. Testing documents whether painted components meet the current lead-based paint threshold.

Annual Compliance Duties
