Queens Lead Paint Compliance

LOCAL LAW REQUIREMENTS FOR NYC PROPERTY OWNERS
Queens has a varied housing stock that includes older apartment buildings, multifamily properties, and one- and two-family homes. For covered rental properties, building age and occupancy can create specific lead-based paint responsibilities. New York City Local Law 1 applies to covered pre-1960 buildings and certain buildings constructed between 1960 and 1978 where the owner knows lead-based paint is present. Requirements can include tenant notices, annual investigations, lead-safe work practices, turnover requirements, and recordkeeping.
Covered rental units and common areas were also required to undergo X-ray fluorescence (XRF) testing by August 9, 2025. Current testing uses the 0.5 mg/cm² lead-based paint threshold. Queens property owners who have not completed required testing should address outstanding obligations and maintain the documentation required for compliance.
