LOCAL LAW REQUIREMENTS FOR NYC PROPERTY OWNERS
Staten Island includes older single-family homes, multifamily residences, apartment buildings, and mixed-use properties where lead-based paint requirements may apply. New York City Local Law 1 covers pre-1960 buildings and certain buildings constructed between 1960 and 1978 where the owner knows lead-based paint is present. Depending on the property and occupancy, responsibilities can include tenant notices, annual investigations, lead-safe work practices, turnover requirements, and recordkeeping.
Covered rental units and common areas were also required to undergo X-ray fluorescence (XRF) testing by August 9, 2025. Testing uses the current 0.5 mg/cm² lead-based paint threshold.
